24th Meeting of External Trade and Economy Ministers of SCO Member States Concludes with Positive Outcomes

The 24th Meeting of Ministers of External Trade and Economy Ministers of the Shanghai Cooperation Organization (SCO) Member States was held on September 6, 2025, in Vladivostok, Russia. China’s Vice Minister of Commerce, Yan Dong, attended the meeting.

The meeting focused on implementing the key consensuses reached during the 25th Meeting of the SCO Council of Heads of State, released a joint statement by the ministers outlining measures to safeguard sustainable economic growth within the organization and adopted an implementation plan for the framework of cooperation on developing the creative economy among SCO member states. The meeting laid the groundwork for further regional economic collaboration, thereby preparing the economic and trade agenda for the upcoming 24th Meeting of the Council of Heads of Government of SCO Member States.

Yan Dong emphasized that the Global Governance Initiative, proposed by President Xi Jinping at the “SCO Plus” meeting, provides guidance for building a more just and equitable global governance system and working toward a community with a shared future for humanity. He stated that China is ready to work with all parties to translate the important consensuses reached by leaders during the SCO Tianjin Summit into concrete actions, uphold the principles of extensive consultation, joint contribution, and shared benefits, enhance policy communication and coordination, and continue to implement the action plan for high-quality development of economic and trade cooperation within the SCO family. China is committed to working with other SCO states to safeguard the multilateral trading system, deepen international cooperation on industrial and supply chains, promote integrated development of trade and investment, further enhance connectivity, improve cooperation frameworks, and boost the coordinated development of trade in goods, services, and digital trade, thereby elevating regional economic cooperation within the SCO.

All participants spoke highly of the important outcomes achieved at the SCO Tianjin Summit and unanimously agreed to continue expanding intra-regional trade and investment cooperation, promote trade in services such as the creative economy, strengthen exchanges and alignment in e-commerce, and comprehensively deepen practical cooperation across various fields.
